March 24, 2009: Boat People SOS (BPSOS) is a national community-based organization serving primarily Vietnamese-American refugees and immigrants with program ranging from community development to victim services. Through its branches, BPSOS provides a web of services to support individuals, families, and communities.

BPSOS’ Human Resources Department is actively seeking a full-time human resources coordinator to coordinate HR-related activities for our Hurricane Ike Emergency Response and Recovery Program in Texas. The successful candidate will provide assistance in the areas of recruitment, new hire process, employee record management, payroll, salary and benefits administration, employee events, and employee communications for Hurricane Ike Emergency Response and Recovery services.

This position requires a dynamic and employee-focused individual with exceptional organization, communication, and interpersonal skills. Commitment to confidentiality and the ability to be tactful and diplomatic is a must. Candidate must possess excellent customer service, consensus building, and rapport-building skills. Candidate must be flexible, detail-oriented, and comfortable multi-tasking.


Bachelor’s Degree and at least 1 year experience working in human resources

Ability to work independently and in a team

Possess multi-tasking, problem solving, and communication skills

Ability to work with employees in a multicultural, multi-lingual, fast paced environment

Valid Texas Driver’s license and reliable transportation

Deep commitment to social justice and dignity for refugees, immigrants and their families


Experience working with ADP; experience billing federal and/or state grants

Proficiency in another language requested, Vietnamese preferred

Experience working on short term projects which require hiring for specified time limited positions


Work as part of the HR team to provide top-level customer service to both external and internal customers

Assist Texas Disaster Recovery Case Management Program to recruit and hire between 50-60 new staff quickly and efficiently

Meet with employees and serves as a primary point of contact for information related to on-boarding, exit processing, and employee benefits and compensation

Perform benefits online processing, tracking, and monthly benefit invoicing review

Prepare and performs full cycle payroll

– Prepare HR metrics-related reports

Willing to travel to Disaster Recovery Center offices in Harris, Galveston, and Jefferson counties to provide support and customer service to staff

Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, and maintaining records

Conduct background checks on new employees and maintains confidential employee files

Perform other duties as required to fulfill the mission of the department


Positively influence, encourage, and develop consistently strong and decisive leadership and teamwork

Deliver efficient HR services to external and internal customers that will maintain and facilitate BPSOS competitiveness

Engage staff and promote star performance culture


Negotiable, depending on experience and qualifications, plus benefits.
